I thought if a rule was used in a meta, it was auto_promoted to an
active rule? Where have you seen this issue? Was the "old" rule
removed from a sandbox because I agree, sandbox originally was just for
playing around and then it became a "live" devel place that autopromoted
rules.
Perhaps when rules are auto-promoted, they need to be placed somewhere
else and the sandbox copy commented or something so they are no longer
"devel" copies. Not sure how that would work exactly but I'm guessing
this is the issue.
