Theoretically, all the xt tests should pass and not be skipped, right?
So I'm working on fixing a number of the xt/*.t tests so they function properly
per the build/README for the release process.
One of them: xt/50_dkim..........................skipped
This rule just runs t/dkim.t. However, that rule appears to be disabled with
an && 0 in the conditions test to run.
Should this rule be removed in favor of dkim2? This test hasn't worked since
2007.
