The old behavior caused false positives (which I consider worse than false
negatives) and confusion because of lack of documentation. Overall, I don't
think there is much evidence either way if this hack for DKIM helped or hurt.

I would encourage Rafal to write write code to add a configuration option to
turn this on and better document things but I would also suggest he look at the
flip side for things incorrectly marked.

Should be easy enough to add the few lines back from bug 6700's change for
testing purposes.
