I can't find any information about the list and http://www.mailblacklist.com
 is sparse as all heck.

Additionally, network based tests are added sparingly and only after efficacy
is shown.  See
https://wiki.apache.org/spamassassin/DnsBlocklistsInclusionPolicy for more
information.

Finally, there is virtually no chance I would vote +1 to implement a system
that would "Allow through without further filtering."  

Otherwise, you might find

good starting point for creating rules for SA for this for your uses.  And feel
free to discuss on users@ or dev@ with your results.  Otherwise, this bug is
just an enhancement request.
