wouldn't expect the release to function without either sa-update or a
bootstrapped rules install.
clamav have atleasst dropped putting cvd's files into tarballs :=)
it could potiential downgrade database, so makes lots of sense to not
put rules into tarballs, enforce sa-update for disstro maintainers makes
more sense
