Which the attached pseudo-message uses.

Really? That's not what you said earlier, when you provided a base64-encoded
version of the header. It's hard to know what to believe, absent an actual
message. 

Real raw non-ASCII characters in headers are non-compliant with relevant RFCs
and may actually cause concrete problems with some software, so they are rare.
