I have managed to confirm with a fresh Outlook.com account and a fresh install
of TBird that sending mail with TBird results in a Microsoft-generated message
ID with a Microsoft domain part. Reporter's example has 'exchangelabs.com'
where my tests have 'outlook.com' but that is an implementation detail.

Rule change coming…
