They have further reduced the quantity again severely to 10000/mo = 13 per
hour. That is too little for almost any Internet-connected e-mail server that
even gets one or two e-mails per day.
I certainly don't think removing the rules is needed, but this certainly
shouldn't be enabled by default without manual intervention and knowledge of
the administration.
