OK, I did have some confusion about the scope. Thanks for clarifying. I don't think we should change how `tflags multiple` counts, especially since some (all?) of the rules using thresholds on the results have been set with the current behavior. I also think that logically, the determination of what subset of a message get scanned and in what format is current determined by the rule class, i.e. body, header, full, raw. I think it makes sense to add any other specification for how a message is processed before scanning should parallel those. -- This is an automated message from the Apache Git Service.
