also, I found a minor nit. It looks like we are still carrying over the old
mechanism of disabling oraoop. Now that we have direct option to enable
Oraoop, it seems it is not needed to maintain another method to disable oraoop
with a Oraoop specific config. I will create a separate JIRA for that.
