I would also vote for setting default value of
{{[org.apache.sqoop.repository.schema.immutable|https://github.com/apache/sqoop/blob/sqoop2/dist/src/main/server/conf/sqoop.properties#L84]}}
to {{true}} when the setup tool will be available.
