There's an upgrade tool. The proposal is to split up the upgrade tool and
install tool. The only real difference is the upgrade tool would check to see
if structures exist and the install tool would make sure structures do not
exist.
Installing/upgrading on a per configurable basis is a cool idea (especially if
we have configurables that are not part of Sqoop2 main code base). I'd say
let's track that.
