The design doc looks like a good start to me.

If I understand the terminology correctly, incremental deals with only new 
records, while delta deals with both new and updated records. Is nt delta a 
superset of incremental? (I can however think of a case where someone wants 
basically an audit log or something, where we fetch new & updated records, but 
don't overwrite the record in the destination).
