WorkerManager - shutting down worker, launching worker, cleanup worker,
reading worker heartbeat (basically the pieces of code which deals with
individual worker) can go here.
Code which calls the WorkerManager for each worker e.g. shutdownAllWorkers
can go to SupervisorManager as you have done.
