Yes I've excluded that for simplification. Since this is a new feature I'd
love to show that this concept works.
Moreover, in order to do that Nimbus should be modified but I also
concerned with Nimbus port work. If we (including @longdafeng) are OK to
address this before porting I'll do that work in this PR.
Btw, since jars are not shared but packages and transitive dependencies are
meant to be shared, we should handle them different. We should remove blobs
which are passed to --jars.
