Thanks for working on this. Since Storm already has several daemons and also 
REST API server, I'd like to see admin tool by not adding more daemons. My 
intention was just a command line tool which directly communicates with ZK, 
Nimbus, or so (need to address authentication) but originally this was an idea 
from [~revans2] so would like to see his opinion regarding this.
