I checked (for extension and core):
- incubating in name
- sig and hashes are fine
- DISCLAIMER exists
- LICENSE and NOTICE as stated by Justin
- No unexpexted binaries
- Compiles from source ("mvn clean install")
Installer failing for me same way as reported by Justin (macOS).

The installer did fail to run for me on MacOS - not sure if this is an
issue or not.
