Hi Grainier, cool, that's great! Also great to have someone with mentoring experience, I've never done this before. Yes, I'd say just create an issue directly in Jira if you already have an idea, and we can use this thread to discuss/brainstorm about potential ideas otherwise.
There is a list of currently proposed ASF projects at [1] and there seems to be a standard structure for GSoC issues as in [2] which has sections for background, task, relevant skills, target files, references and mentor.
