Can we move the Struts dependencies on to BeanUtils 1.7.0 and Digester 1.6 and remove the Commons Collections dependancy as part of this release? If that is agreed I would also like to add in LazyValidatorForm to Struts (it requires BeanUtils 1.7.0). Source code available for review attached to Bug 31423:

I realise that people are keen to get on with a release, but it would be my preference if we could delay to include the above.
