Might I suggest, Jack, that since your need is somewhat idiosyncratic to your
application features outside Struts that you modify Struts, if that is your
preference, to meet your needs?  That way Struts does not have to add code more
than necessary to meet such needs when those needs are irrelevant to the Struts
developer.  Struts sometimes, as is the case with other projects, has to add
idiosyncratic code to meet browser failures to follow specs, but doing so to
meet developer controlled relations to non-spec frameworks, etc. does not make
as much sense.  That, at any rate, is my take.  I am sure that if you worked
with the Struts developers in customizing Struts to your needs, they would be
happy to accommodate you.  

Are you sure that the class loading issues cannot be resolved as indicated?  You
might at least give it a whirl and see?  Good luck.
