I think basically you're just watching a moving target. For example, tiles code is no longer distributed in struts.jar, and in fact there is no struts.jar: in the as-yet-unreleased 1.3 codebase, most of struts.jar is now in struts-core.jar, and everything under org.apache.struts.tiles is in struts-tiles.jar.


As for furthering the goal of making a tiles release which is usable independent of Struts, this has been discussed, but as of yet, not much developer energy has been levelled towards it. (It seems like you're pretty much up to speed from discussions on this list.)

David Geary has given every indication that he intends to lead this process, but I'm sure he's busy like the rest of us. In the meantime, questions here will help him (and perhaps others) realize that there's interest in such a thing, and perhaps you are even interested in contributing some of the thought energy to figuring out what needs to be done to get there.
