We generally rely on the commit logs rather than the Bugzilla comments, which tend to be longwinded. For other releases, I started by running the Maven changelog and then editing it by hand, which I imagine I'd try again for this release. Before Maven, I did the same sort of thing by scrolling through the email messages.
