Blank build broken?

I seem unable to build a valid struts-blank war.  The one I get is 
missing the build.xml file and the WEB-INF/src/java directory.  If this 
is a known issue that is being addressed in all the maven changes, 
that's fine, I just wanted to raise it if it wasn't.
