By a distribution I mean that we zip up subprojects that people will probably want to use together into a single download. In the case of ah "Struts-Core-Library" distribution, this would be Struts Core and all the extension that are compatible with Struts Core. Right now, that would be the original seven subprojects, plus Scripting, Flow, and Faces.
