The package name follows the Shale and really Jakarta convention where the TLP (Struts and Jakarta respectively) isn't included in the package name. As for there being "one true Struts 2.0", I believe that idea has gone by the wayside. It might be possible someday to merge Shale and Action, but at this point, I don't think anyone has a way forward on that. We did discuss collaborating better between Action and Shale in areas like annotations, workflow, etc.

Hm. I don't think I buy it. I don't know if I'd rather org.apache.struts2 or org.apache.struts.ti or org.apache.struts.action (with the interop problems it mya bring) but I don't like org.apache.action.

All I meant about "the one true Struts 2.0" should have been labeled "the one true Struts Action 2.0" -- there was a time when we described the process as people writing working code and letting it prove itself Struts Action 2.0, but I think that's more theoretical at this point. Everyone who is likely to be working on any kind of Struts Action 2.0 seems to be on-board with Titanium and the WebWork merger, so no need to dance around that.
