I'm not sure where this ended up.

Whether Resources is part of the jar in "extras" or not, I don't think we should have a dependency on any called "extras". "extra" (to me) means "optional". Am I wrong on this?

To recap, we had one veto on the plan itself from Niall because of the
dependency on the unreleased Commons Resources library, and then one
from James on making changes to the code that's now in struts-extras.

If James is okay with moving the Resources-dependent code to the
sandbox, (or otherwise temporarily removing the dependency on
resources,) then lets do it.
