While I would be very much willing to bring FormDef in, I wouldn't
want to hold up a 1.3 GA release because of it.  This would take at
least a few more weeks.  For one thing, FormDef doesn't have methods
that work with ActionContext yet, and Commands as Actions is one of
the biggest new features of 1.3.

If we bring in FormDef as just another plugin, there's no reason we
can't bring it in later as part of another GA 1.3 download.  If we
integrate FormDef into struts-config.xml, then that's a much bigger
change that 1.3 shouldn't have to wait for.
