Well, since you guys are doing the work, I'd say you get to make the
decision :) My personal preference is for a solution that isn't tied to
Struts, but you guys know the problem better and are the ones doing the
work. As long as we get _something_ in place, I'm happy :)

If we do, then writing the 2 required classes for apt (which are done
already...yeah I was bored today :) ) won't be harder than writing the
metadata provider and getting it to work with maven(I would definitely
need help with this). If annotations are not that desired, we could
try to get this to work with xdoclet2 then, with Konstantin's help.

Hi Don, you have several options out of the box:
1. XD2 has working taglib module, maven2 plugin, and
fresh version of qdox parser (1.6.1) is said to work
with 1.5 sources - just add plugin invocation to your
pom.xml
If you like to go for annotations, there is posibility
to create metadata provider which would pull the same
metadata from annotations instead of @tags and
utilize the same templates.
