The problem is the OpenSymphony build server, which publishes the XWork
snapshot artifacts, is using the XWork Ant build, which seems to not be
working correctly. Thankfully, Rainer fixed it, so the latest XWork
jars should be in the maven repository.

I fixed this by downloading and building Xwork, then running the
Struts2
build. I would guess that active S2 developers have downloaded and
built
their own xwork from the most recent sources, and therefore have not
encountered this issue.
Could a note be placed on the S2 page where it talks about building S2?
(http://struts.apache.org/downloads.html) I'd be happy to write the
directions. I just don't know how that page is generated, and whether I
should just edit the page and who to send it to.
