I still have a bunch of incremental improvements for Struts 1.3, and the
release of 1.3.6 is kind of unexpected. I was just planning to due a
bunch of development, including the locale work, and call that a
release. Can we hold off on 1.3.6 for a while? I'd like to get all the
tickets I assigned into 1.3.6 -- most are improvements -- off the board
first.

The idea was to do 1.3.6 *before* doing additional development, like
the locale work.

Posting a milestone release shouldn't be a big deal. If it builds
clean, and the release notes are current, we should be good to go.

We can always do a 1.3.7 for the rest. Or, 1.4.x if that might be appropriate.
