+1 that sounds good to me.

Just to extend the policy, we do mention Struts 1.2.9 on the welcome
page as "also available", and it makes sense to coordinate the welcome
page with the site menu. (So, as Wendy would say, "they match".)

Then, to make the archival documentation easier to find, we can just
add a "Prior Releases" menu item that leads to the Releases page. In
this way, we can scale from 7 to 17 to 70 prior GA releases :)

Though, it is better to use a local copy of the documentation for an
archived distribution. The ASF is not a commercial site, we're not
running Google ads here, and so the bandwidth does not pay for itself
:)
