The Jakarta Commons has that rule, but it's never really come up before. The new Apache Labs has a "no releases" rule too. The Struts Charter does say that the subprojects are the unit of release, and so to have a release, under the charter, we would need a subproject. But, a test-build is not a release, and, if it were helpful, Tiles could have a tagged test build.
I'm +0 on Tiles 'graduating' from the sandbox to a Struts sub project. I think we'll spend a lot of time explaining that it's not *really* tied to Struts anymore, despite living here and having a Maven groupId of org.apache.struts.tiles.
At this point, I'm -1 on a Tiles subproject.
