We still need to move the code over to svn.apache.org/tiles and I'm not sure if we can do that or if it will need a svn admin. How about moving https://svn.apache.org/repos/asf/struts/sandbox/trunk/tiles/ to https://svn.apache.org/repos/asf/tiles/tiles2/trunk ? (When we did Shale, Ted mentioned that having repos/shale/shale would confuse ViewVC, that's why I suggested tiles/tiles2.)
