Is the patching process documented anywhere? I get a spare time now and again and I could probably merge in a patch.

Please note that the original post cites the top-level ASF
documentation which suggests:

"The tacit implications of voting should be spelt out in the
community's guidelines. However, in no case may someone's vote be
considered invalid if the implied commitment doesn't appear to be
met;a vote is a formal expression of opinion, not of commitment."

Put another way: is a binding GA vote also asking, "In your opinion,
will you be able to support the release?"

I suppose one solution would be add that second "proposition" to the
quality votes, just so we could also have a poll of people who intend
to do the work.

Here's the underlying problem: We have over fifty outstanding patches.
We have had over fifty outstanding patches for months nows. As a PMC
member, I would like to know who intends to be available to help apply
patches in 2008. Not "fix" bugs, but simply review and apply patches.

Several committers do spend a lot of time on the mailing lists, and
user-to-ouser support is an important contribution. Several committers
also spend a lot of time writing new code. Again, a critical
contribution. But we also need people who will apply patches. If we
don't have these people, then, frankly, I personally don't see the
point in continuing to build releases.
