If that's the underlying problem, then *ask that question*. Holding a
popular vote about what people think +1 means for a release vote isn't going
to provide an answer to the underlying problem as you've just stated it. At
least, not until the next release vote comes up, and what I take away from
your question is that you'd like the answer well in advance of such a
release vote. That, of course, makes sense, because getting patches applied
would bring us closer to putting a candidate build together in the first
place.

So why not start a thread about who's planning / intending / feeling
[morally] obligated / promising to support the product and help apply
patches, and get an answer to you real question?
