Julian's implementation is, by his own account, incomplete. There is precedence here. Let me provide two examples: We have svnmerge.py. Why is there merge-tracking in svn now? We have 'svn patch' now. Wasn't UNIX patch good enough? It's possible that the scripts you mention already provide the desired feature set, at adequate performance. But even then, their third party status and dependency on scripting language interpreters make them second class citizen's in any svn user's toolkit.
