INSTALL links to subversion.tigris.org for downloading the BDB and
libintl binaries.

What should we do with those links?  Do we continue to maintain those
files on subversion.tigris.org, or on archive.apache.org, or somewhere
else?

(Also, if the links are out of date we could drop them, but I don't
think that's the case?)
