Well, I did come across a case where a future JavaHL consumer needs the
symbolic error code names to make heads or tails of the errors. These
were (are) present in the deprecated org.tigris JavaHL API, but were --
for some reason that I've not followed up on yet -- removed during the
migration to org.apache. That is proving to be a bit of a problem, which
I don't know how to address yet.

The upshot is that /if/ I decide it's a good idea to expose symbolic
error names in the JavaHL API, then I certainly would not be happy to
see any non-SVN, non-APR messages at the top of the error stack.
