I can reproduce it on my Debian box. First do: dpkg-reconfigure locales and ensure the the ja_JP locales are produced. Then start a shift-JIS xterm: LANGUAGE=ja LANG=ja_JP.ujis xterm and in that xterm run "svnadmin dump repo > /dev/null".
