There are workflow reasons that I publish it this way. Way back, Subversion used to include package building components in the "contrib" subdirectory. I've not seen anyone trying to bring that back, or set up a parallel "subversion-packaging" project. If there's enough enthusiasm to re-introduce something like that, I'd be happy to work with it.
