In the messages I'm now replying to, basically we were debating details of some potential use cases, in the context of how far a per-WC control might or might not be adequate over the range of possible cases.
I started drafting a point-by-point reply but I think we may better use our time agreeing that some cases would benefit from finer grained control but we're not yet in a position to quantify it.
