ASF has an official Code of Conduct[1]. It is my understanding that each
community can decide to adopt the CoC to its own project (or to create its
own variation).

The CoC doesn't have an official escalation policy - ie what happens
if/when someone break the policy. In my opinion it is a weakness since the
handling may be a bit arbitrary from time to time, but I think we should
leave that until the ASF has a clear framework which we can tie into.

I'm proposing that Subversion adopt the ASF official CoC and link to it on
our website. To implement this, I propose a new section in HACKING,
probably under the General Overview document.

I don't see that it will be any change in practice - we should already live
by the standards in the CoC for example "Be empathetic, welcoming,
friendly, and patient".
