Yeah, but I suspect that when there's no 'javamail' registered and users visit the email wizard that the users ~/.openoffice.org2.0 config gets written to as email merge "off" so if 'javamail' gets registered later on system-wide that the user's local "off" options will override the newly installed 'javamail' "on". Registering javamail along with everything else before visiting the options and all will be well.
