Well, once we will have citation support in ODF and OOo and something similar also in OOXML we would surely try to convert between the representations. As I wrote I would like to get a better understanding of the requirements for an exchange between WP and bib application. This could help us to define an API for it in hopefully abstract terms. Something using this API could talk to OOo while on the other side each bib application would work together with another UNO component that implements this API.
