There already exist issue i62675, which is about "clear hard-set numbering rule at paragraph, if a paragraph style, which is assigned to the outline numbering style, is applied to this paragraph". But, there are also some other conditions and some other attributes, which have to be considered. Currently, the discussion, mentioned by me in the comments of this issue, with FL and MRU doesn't have taken place.
For which OpenOffice.org version do you want to fix this? When do you need a fix? In an emergency case I can trigger the discussion at the beginning of September - next week I will be on vacation.
