My preference would be to have a factory method createTemporaryData() e.g. in
SynapseEnvironment. This would allow us to implement a more sophisticated
policy later (e.g. instead of restricting the memory consumed by each
TemporaryData instance, restrict the memory used by all TemporaryData instances
existing at a given time). However, I'm not sure whether this factory method
could be accessed from within HessianMessageBuilder.
