The IRC channel doesn't mean that the discussion/decision, etc should
not be done on mailing list.
It's just an quick discussion channel for technical help, etc. It's not
only dedicated to dev, but also for users.
It's also our responsibility as PMC to be guarantor of the Apache rules,
and evaluate when a thread should be started on the mailing list.
