The rule is "if it's not on the mailing list, it hasn't happened".

As soon as *no* decision is taken based on an IRC discusssion, there is
technically nothing wrong with creating such a media.

Now, I can tell that an IRC channel is not necessary. It's even the best
way to fragment a community, as many people won't be able to follow (or
catchup if it's journalized) the convos on the channel.

It's up to you, but from my POV, I'd 0- such a propoal.
