[~mmoayyed] this one is planned for 4.0.0 but if you like, I don't think there
are troubles in moving it back to 3.0.0.
About actual changes, I'd say you can start a {{[DISCUSS]}} thread at dev@ on
this topic; to me, it would make sense to introduce some kind of notification
mechanism API, with default implementation as e-mail, and possibility for
system integrators to provide more in their local implementation.
