Are all missing LICENSE and NOTICE files. One reason for the existence of the PMC is legal oversight to protect developers from litigation due to IP and license issues. Some of our dependencies might require us to attribute them to their original authors, others may simply be incompatible to the Apache License and our users need to know about that.
